Defense Handbooks Format and Content
Scope
This standard establishes the format and content requirements for the preparation of handbooks prepared either by DoD activities or by contractors for the DoD.

Handbooks used to be covered by MIL-STD-962. Now there's MIL-STD-967 to define the elements required.
The information was divided up into the two documents to avoid confusion. Standards are intended to be mandatory requirements documents cited in contracts and other technical documents. Handbooks on the other hand are nonmandatory guidance documents. They allow for the preservation of institutional memory and suggest solutions successfully used in the past without mandating those solutions. Use of a specific standard for each separates the two functions.
