Scope

This detail specification prescribes the general style, format, and content requirements for creating Time Compliance Technical Orders (TCTOs) and TCTO supplements (see 6.1). TCTOs and supplements are developed according to this detail specification and those requirements specified by the acquiring activity (see 3.1.1.2). TCTOs are prepared to document permanent modifications, retrofit changes or non-periodic (one-time) inspections, inspections-replacements, and inspection-repairs of standard USAF systems end items, equipment, and commodities. This specification provides for electronics delivery of data using the Document Type Definitions (DTD) prescribed in Appendices A and B.

This technical manual specification has had a long journey to get to it's final number MIL-DTL-38804.  Way back when it was released as MIL-M-38804.  Later, it got renumbered MIL-PRF-38804, notating that it was a performance specification.  After review, the DoD realized that it should be designated as a Detail Specification, so the number was changed again to MIL-DTL-38804.  And it's been that way ever since!
